Vladimir Sloutsker is the Co-Founder & President of the Israeli Jewish Congress.
From 2002 until 2010, Dr. Sloutsker served as a Senator in the Russian Federation Senate. During his tenure, he served as Vice Chairman of the Senate Committee on National Policy and Relations with Religious Organizations in the Russian Federation.
Between 2004 – 2006, Dr. Sloutsker was also the Chairman of the Russian Jewish Congress and the Vice Chairman of the European Jewish Congress (2004-2006), focusing on strengthening the Jewish community of Europe, and in particular, in Russia.
In 2008, whilst he was still a Russian Senator , Dr. Sloutsker joined and became a leader of the EFI (European Friends of Israel) organization, a group with more than 1,500 Parliamentarian Friends of Israel from all across Europe – today, the largest organization of its kind. Dr. Sloutsker currently serves as Chairman of EFI’s Board of Management.
In November 2008, under the auspices of EFI, Dr. Sloutsker helped organize the first policy conference of its kind in Europe (Paris) with the participation of 350 European Parliamentarians, who came together to show their support for Israel and to strengthen bilateral relations with the Jewish state.
Since then, Dr. Sloutsker continues to be an active supporter of the EFI. In addition, he has also led three annual delegations of Parliamentarians, gathering 330 Members of European Parliament (MEPs) and 25 Members of the Knesset to visit Auschwitz on International Holocaust Day. In February 2011, Dr. Sloutsker also helped organize an historic assembly of 420 MEPs, who gathered for four days of high-level discussions and meetings in Jerusalem and visits throughout Israel, as a follow-up to the inaugural 2008 EFI Policy Conference in Europe.
Dr. Sloutsker immigrated to Israel with his family in April 2011, where together with a group of prominent Israeli public individuals, initiated the establishment of The Israeli Jewish Congress (IJC), where today he serves as its President.
The primary vision of the IJC is to promote the principle of Israel as the State of the Jewish People and strengthening ties between Israel and the Diaspora, especially in Europe. As part of this mission, the IJC has signed Memorandums of Understanding (MoUs) with many Jewish communities in Europe, to reinforce this relationship, undertaken efforts to combat anti-Semitism and promote the respectful & appropriate remembrance of the Holocaust, while also supporting Israel in the international community and taking steps to reinforce and strengthen Jewish identity in Israel and the Diaspora, especially Europe.
In November 2013, the IJC also helped launch the ‘European Forum of the Knesset’ (EFK), to help strengthen diplomatic and trade relations between Israel and Europe.
Vladimir Sloutsker is a graduate of the High Institute of Transportation Technology in Moscow and holds a PhD. in design reliability of ferroconcrete bridge superstructure.
Dr. Sloutsker has served as a director in several business companies in Russia and Europe since 1987, during which time he was, and continues to be, very supportive of local communities and educational projects in those Jewish communities.
